The Pentagon has expressed concern about the upcoming Soviet military exercise in Eastern Europe. The large exercise, named Zapad-87, was announced last month and is scheduled to begin on July 1st and run for six days. Defense Secretary Caspar Weinberger said the exercise violates the section of the Helsinki Accords that calls for advance notification of military exercises. Large formations of Soviet tanks, troops and aircraft have begun moving into Eastern Europe today in preparation for the exercise. Unlike many similar exercises in the past, NATO observers have not been invited to monitor Zapad-87.
